I've used the same design for two such significant birthdays. The base is another z-fold card and the numbers sit proudly on the central arm. Using the Number of Years stamp set and matching framelits makes it easy to celebrate any birthday, significant or otherwise. There is also a stamp saying "AGAIN" just in case you would like to celebrate being 21 {AGAIN}!
There is a lovely banner included in the Number of Years stamp set and framelits, but I appear to have used an equally lovely one from a different set for this card! Possibly I need to tidy up my desk a lot more frequently to ensure that everything gets put away in its' rightful place!
The arm of the card is decorated using one of the designs from the Blooms and Bliss paper pack and I chose to use coordinating cardstock for the front and back panels, which are both embossed with the Sparkle embossing folder to give that raised touchy feely texture to them.
